Do it the old fashioned way

1 - Decompress core.ar and ui.ar
2 - Say you wanted to edit the Mustang Fastback - Open VPBULLET.ar and VPBULLET.MMCARSIM and edit the tuning.
3 - Start the game and it should be changed

I got this from somewhere else so make a backup first, don't blame me if things go wrong

You decompress core.ar and ui.ar with AR Extract
Open up VPBULLET.nfo in notepad.
