You can get to see Liberty City without using a gameshark. But you can't get up to level without a gameshark. So to me its a bit pointless.

And lastly, to get to Liberty City, use the map linked to above. Hold R2 or L2 to continually strafe around to get there. I'm proud to say I was the first person to make it to Liberty City without a Gameshark, although it wouldn't have been possible without edisoncarter!. We just need to find a way to get up there to that level, now... here's a few pics.

The map of Liberty City is really high far above the map you go around on in San Andreas.
Its somewhere in the sky above San Fierro i believe, much higher than you can fly.
